Duties
Basic Function of Position
- The Information Technology IT Administrator is a member of the Diplomatic Technology / Infrastructure team, and is primarily charged with maintaining the network, radio, and telephone infrastructures, ensuring confidentiality, integrity, and availability. This involves providing Tier 1 and Tier 2 support through multiple channels, conducting system analysis and configuration management, and managing system infrastructure with a post-wide impact level. Participation in Diplomatic Technology DT initiatives and fulfilment of other assigned duties round out the role, emphasizing a comprehensive approach to IT administration and support.
IT Infrastructure & Network Administration
- Utilize system administrator privileges to provide Tier 1 and Tier 2 technical support for both on-premises, cloud-hosted applications, platforms, and server infrastructure.
- Manage and resolve IT infrastructure issues, including network, voice and television/media cabling, provider circuits, wireless and cellular networks, satellite connectivity, radio networks, audio and visual systems, television/media distribution systems, and voice communication systems, ensuring all communication systems meet operational standards.
- Install, maintain, and decommission IT wiring and infrastructure in USG facilities, vehicles, and USD-owned or leased residences, adhering to Department wiring standards.
- Install and configure cabling systems, including conduit, junction boxes, and punch-down blocks for new installations, ensuring compliance with industry standards.
- Updates and preventive maintenance on data and voice network switches; telephone PBX, voicemail, call routing and auto-attendant systems; radio repeaters and radio over IP systems; audio and visual; and television/media distribution systems.
Event & VIP IT Support:
- Provide IT support for visiting VIPs/VVIPs, establishing communication technology and high-speed internet connectivity at designated hotels and event sites to support the operational needs of the VIP.
- Lead on-site efforts, liaising with hotel or site IT teams, coordinating with local voice and data service providers, and collaborating with site security teams to arrange access and connectivity.
- Provide audiovisual, multimedia, and videoconferencing support for internal events, including town halls, webinars, conferences, and awards ceremonies.
- Design, maintain, upgrade, and support use of audio-visual-enabled, and virtual, conference rooms.
System Administration & Access Control Management:
- System administration duties, including managing and maintaining network and enterprise applications, user accounts, device/system configurations, and permissions.
- Leverage system administrator privileges and advanced tools to manage access to Department networks, cloud platforms, digital resources, and voice communication systems, including voicemail, call routing, and automated attendant systems.
- Automate setup, management, and deployment tasks using scripting.
- Apply approved software updates, monitor networks and IT facilities, and resolve performance issues to maintain operational efficiency and ensure compliance with regulatory and industry standards.
- Routine maintenance tasks in DT processing spaces, including preventive maintenance, backups, facility checks, and supply inventories.
- Support IT contingency planning and exercises including regularly testing and troubleshooting emergency communications devices and systems to ensure operational readiness in case of an emergency.
User Support & Service Desk Management
- System administrator privileges to provide Tier 1 and Tier 2 technical support for both on-premises and cloud-hosted applications.
- Provide ad hoc training on common IT issues, including remote technology usage and cybersecurity.
Training, Knowledge Management, & Cybersecurity
- Apply standards in developing and documenting solutions that support customer productivity.
- Assist Mission’s Information System Security Officer ISSO for maintenance of unclassified networks.
- Assist ISSO with training efforts to educate users on various information security best practices.
Project & Administrative Support
- Manage or participate in projects.
- Provide and manage budget estimates, progress updates, timelines, resources, and documentation for projects.
- Prioritize and coordinate project management activities.
- Assist other teams within Diplomatic Technology at all mission locations to enable use of technology as a strategic diplomatic instrument.
- Asset management support to the Mission and Diplomatic Technology.
- Issue loanable property e.g. laptops, tablets, phones, etc. to customers with approved equipment requests.
Provide general administrative support to the Mission and DT as required.
- Designated authority as Occasional Money Holder/Purchase Card Holder.
- Serve as the Contracting Officer’s authorized representative.
Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a:
- Public Trust security clearance.
- All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
- Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Qualifications:
Requirements: FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY
Option 1
EXPERIENCE:
- A minimum of 2 years of experience in computer networking operations, network management or utilization of computer systems.
EDUCATION:
- Bachelor's degree in Telecommunications, Electrical Engineering Light Current, Network Infrastructure Engineering, Information Technology, or Radio, Telephone, or Audio/Visual Engineering is required.
Option 2
EXPERIENCE:
- A minimum of 5 years of experience in computer networking operations, network management or utilization of computer systems.
EDUCATION:
- Completion of Secondary Education is required.
